Which paths for ecological transition policies that are levers social justice? (2025-2027)

Background

How can we design fair transition policies? Warnings are mounting today, backed by surveys and reports: public policies face a major challenge in terms of environmental justice. Social groups that are already marginalized (due to their social class, background, gender, etc.) are disproportionately affected by the impacts of climate change and the deterioration of their living conditions (pollution, housing, food, difficult working conditions, mobility, etc.). Some vulnerable groups are also penalized by the blind spots in transition policies, which sometimes fail to adequately account for the reality of their lived experiences. Such social impacts of environmental transition contribute to fueling the ecological backlash—or the pitting of ecological and social issues against one another—which the media and certain politicians have recently amplified. As key players in the ecological transition, local governments are still struggling to provide responses commensurate with these risks and to design transition policies that are truly fair and redistributive.

Approach

  • Collectively document the barriers and enablers necessary for incorporating environmental justice issues into transition policies, focusing on four themes: the observation and diagnostic methods used to understand vulnerabilities; the mechanisms for cooperation between stakeholders from the ecological transition and from the social sphere ; tools for targeting measures and appropriate redistribution mechanisms ; the development of more inclusive governances and narratives that involve vulnerable populations ;
  • Create a collective space to draw inspiration from existing experiments, share challenges, and help each local government define and build its own approach;
  • Create a shared culture among departments within the same local government and with other local stakeholders to foster a shared understanding of environmental justice issues;
  • Develop shared resources to equip local governments to address environmental justice issues.

Method

A collaborative exploration to identify barriers, drivers, and inspiring approaches in France and Europe ;

A series of learning trips across Europe ;

A workshop to document lessons learned and develop tools, test scenarios, and guidelines useful to local governments.
